- We agree the aim, objectives, and scope of the Plan with yourselves
- We assess the potential problems of the Emergency
- We identify partner organisations
- We undertake secondary research
- We draft the plan in simple English, which is clear, concise and unambiguous
- We ensure that the draft does not contain contradictory information
- We ensure that the draft has continuity of expression and continuity of actions
- We present a range of options for your consideration in the draft plan
- We design and charts or maps which we believe will assist in the understanding of the Plan
- We ensure the Plan can be used in an Emergency

- We ensure that the Plan has regard for post-incident reports
